September 2, 2026 7:31 AM

Quantum Cyber N.V. (Nasdaq: QUCY) has appointed Tzvi Lev as Head of Sales, Middle East, effective immediately, according to a company statement. Lev had previously served as Director of Sales and Strategy, MENA at the company during 2026 before the promotion.

Lev served as Economic Affairs Officer at the Consulate General of Israel in Dubai from 2022 to 2025, where he founded Israel's Economic Division in Dubai and the Northern Emirates following the Abraham Accords. In that role, he brokered more than 17 commercial transactions and facilitated over $15 million in venture capital investment into Israeli technology companies. Before that posting, he was a member of Israel's Abraham Accords Task Force at the Ministry of Foreign Affairs from 2019 to 2021.

Lev also serves as an Arabic-speaking IDF intelligence analyst in the Reserves and previously held a foreign liaison role at the Civil-Military Coordination Center working with U.S. Joint Special Operations Command personnel. He additionally serves as Director of Strategy and Investment at Clavium, an Abu Dhabi-based defense technology venture capital fund backed by sovereign Emirati capital.

In his new role, Lev will lead Quantum Cyber's commercial engagement across the Gulf Cooperation Council and Israel, targeting defense ministries, sovereign-backed defense funds, and Israeli program offices.

The appointment follows several company milestones, including the July 2026 acquisition of a manufacturing facility in Bridgeport, Connecticut through its subsidiary Quantum Drones Corporation, a quantum antenna license agreement executed in June 2026, and the launch of vertically integrated production that same month.

"There are very few people in the world who combine an Arabic-speaking IDF intelligence background, a diplomatic career spent building Israel's post-Abraham Accords economic architecture in the Gulf, and active operating roles inside sovereign-backed Emirati defense capital," said David Lazar, Chief Executive Officer of Quantum Cyber.
