Senmiao Technology hires advisor for AI data center government relations

Senmiao Technology Limited (Nasdaq: AIHS) announced it has engaged a government relations and strategic advisory firm to support its AI data center business, with the engagement effective August 2, 2026.

Justin Evans, who founded and led Evans Public Affairs for more than a decade, will lead the engagement. His responsibilities include attending government meetings, making introductions to town, county and state officials, identifying economic development incentives such as FILOT and tax credit programs, and advising on local political dynamics and communications strategy.

The engagement covers multiple states and potentially international markets, and is not limited to any single project or jurisdiction. Evans's prior work includes serving as lead government relations advisor for a $150 million high-tech solar cell manufacturing facility in Spartanburg County, South Carolina, and a $60 million solar panel manufacturing plant in North Las Vegas, Nevada.

The advisory engagement will support Senmiao's AIDC business, including its Nebula Matrix AI LLC joint venture with Constant Energy Construction Corp. That joint venture, announced July 20, 2026, is intended to develop, invest in, construct and operate AI data centers and digital infrastructure projects in the United States. No specific project, site or transaction has been announced under that platform.

Ronggang (Jonathan) Zhang, Chairman and Chief Executive Officer of Senmiao, said, "Building AI data centers in the United States is as much about land, power, permitting and local support as it is about capital and engineering."
