Kyndryl wins North Carolina DMV systems modernization contract

April 16, 2026 9:04 AM

Kyndryl (NYSE: KD) announced it has been selected by the North Carolina Division of Motor Vehicles to upgrade the agency's core motor vehicle systems. The project will replace COBOL-based systems with a modernized platform hosted on Microsoft Azure.

The initiative is part of NCDMV's digital transformation effort to reduce customer wait times and expand online access to DMV services across the state. The new system will support faster in-office transactions, expanded online services, and improved customer engagement capabilities.

"North Carolinians deserve a modern, efficient DMV that makes essential services easier and faster," said Paul Tine, Commissioner of NCDMV. "This was the best deal for taxpayers, and I'm confident NCMAX will deliver a significantly better experience for both our customers and our dedicated staff."

The modernized environment will include development of an NCDMV mobile app and digital wallet for payments, renewals, appointments, and alerts. The system is designed to increase self-service options, including mobile driver license applications and renewals, while reducing customer wait times and accelerating staff onboarding.

Kyndryl was selected based on its experience modernizing motor vehicle departments across the United States, including previous large-scale projects in Arizona and Virginia. The company has helped these agencies improve system reliability, enhance security, and deliver more efficient customer-focused services.

"By applying our experience modernizing complex, mission-critical environments, we are helping NCDMV build a more resilient foundation that improves everyday experiences and supports better service delivery for residents," said James Rutledge, President of Kyndryl U.S.

The information was announced in a company press release.
