March 25, 2026 4:06 PM

Parsons Corporation (NYSE: PSN) announced it will serve as lead designer for the Interstate 64 Hampton Roads Express Lanes Norfolk Segment 1B project in Virginia. The design-build contract has a total value of $389 million and is led by Lane Construction Corporation.

The project will convert existing three general-purpose lanes and shoulders in each direction into one part-time, high-occupancy express shoulder lane and three general-purpose lanes between I-264 and Tidewater Drive. The Virginia Department of Transportation awarded the contract to address gaps in the corridor's current Express Lanes toll lane system.

Construction elements include bridge replacements and widening, noise barriers, roadway widening, and advanced traffic management systems. The project aims to support development of the Hampton Roads Express Lanes network.

Upon completion, the Hampton Roads Express Lanes will form a continuous 45-mile regional Express Lane network spanning Newport News, Hampton, Norfolk, and Chesapeake. The system is designed to reduce congestion along the regional corridor.

"The collective team's effort on the HREL Norfolk Segment 1B project will continue advancing economic and societal improvements across the Tidewater region, while working to reduce congestion and increasing ease of movement for the community," said Mark Fialkowski, president of Infrastructure North America for Parsons.

As lead engineer for the design-build team, Parsons will provide comprehensive design services for the project. The company stated it will work to minimize traffic disruptions during construction and reduce long-term maintenance requirements.

The information is based on a company press release statement.
