California is finding that permitting delays and inspection requirements are delaying the implementation of solar. Not only are there high costs for implementing solar -- time delays are impacting the ability of the state to meet it own deadlines for solar and clean energy. The proposed legislation aims to cut those time delays and costs by offering an efficient, timely, less costly and comprehensive manner.

NREL Project App From Department Of Energy (DOE) Will Help Speed Solar

The proposal would use the National Renewable Energy Laboratory (NREL), a Department of Energy (DOE) project, to create a free-to-use program to support local governments with residential solar and solar/storage systems permit approval. The national app uses a web-based portal that quickens and automates permitting -- seamlessly linking with local permitting apps. The result is faster and automatic solar permit approvals that can be used by smaller, local governments.

Several California cities have already used the app with results of significant improvement -- 600% -- in number of permits issued. "We have seen highly successful examples of automated solar processing on the local level," Wiener said. "It's time we take the next step to implement a better process in municipalities across the state."
