This shift was fueled by growing expectations of interest rate cuts from the Federal Reserve. A July 11 report showing a decline in consumer prices bolstered hopes for rate cuts as early as September, prompting investors to pivot towards rate-sensitive stocks.
The Russell 2000 index, a key benchmark for small-cap stocks, jumped 11.5% in just five days following the report, marking its strongest rally since the pandemic-induced turmoil of 2020.

While small-caps thrived, big tech faced a sell-off. The so-called "Magnificent Seven" tech giants fell 2.7%, contrasting sharply with the Russell 2000's gains.

According to Bank of America's Stephen Suttmeier, the Russell 2000's rally was accompanied by an increase in small-cap stocks hitting 52-week highs and more stocks trading above their 200-day moving averages.
These signals point to a "big base breakout," suggesting continued bullish sentiment for small-caps.
Macroeconomic factors also appear favorable. Recent data, including a positive second-quarter GDP report and robust capital expenditure figures, indicate a cooling yet stable economy. Quincy Krosby, Chief Global Strategist at LPL Financial, highlighted that while the economy is slowing, it's not at risk of a significant downturn.
This "Goldilocks" scenario--healthy but not overheating--could continue to support small-cap performance.
However, caution is warranted. Small-cap stocks are known for their volatility and can quickly reverse course if market conditions change.
