Mines Management Inc. (AMEX: MGN) 24.3% HIGHER; pushing back over resistance at $2 per share today. The stock is moving higher as silver prices have climbed about 3 percent Monday.

Commercial Metals Company (NYSE: CMC) 22.3% HIGHER; Carl Icahn has offered to buy the company at $15 per share. Click here to see Icahn's note to the Board.

CEMEX, S.A.B. de C.V. (NYSE: CX) 18.0% HIGHER; bouncing following a 20 percent decline last week. A Bloomberg article from earlier suggests the upside may be due to increased optimism the company will be able to meet year-end debt covenants totaling $15 billion.

Smart Balance, Inc (Nasdaq: SMBL) 16.4% HIGHER; gapping up on the session, Smart Balance is showing some strength above the $5 level. Volume is very heavy today.

OXiGENE, Inc. (Nasdaq: OXGN) 16.1% HIGHER; has signed a purchase agreement for the sale, from time to time, of up to $20 million of its common stock with Lincoln Park Capital Fund, LLC (LPC), a Chicago-based institutional investor. The proceeds from any sales under this purchase agreement will be used to advance OXiGENE's late and early-stage clinical pipeline.

Magnum Hunter (NYSE: MHR) 15.6% HIGHER; rebounding following a nearly 15 percent decline last week.

Celsion Corporation (Nasdaq: CLSN) 13.2% LOWER; announced today that the independent Data Monitoring Committee for Celsion's Phase III HEAT Study, a multinational, double-blind, placebo-controlled, pivotal study of ThermoDox in combination with radio frequency ablation for hepatocellular carcinoma or primary liver cancer, has completed a planned interim analysis for safety, efficacy and futility and unanimously recommended that the study continue to its final analysis as planned. The DMC evaluated data from 613 patients in its review, which was conducted following the realization of 219 progression-free survival events within the study population. A total of 380 events of progression are required to reach the planned final analysis of the study. Celsion also announced today that the DMC, in its review, followed a statistical boundary determined by the Company using the Lan DeMets implementation of the O'Brien-Fleming spending function.

Ternium S.A. (NYSE: TX) 11.7% LOWER; announced today that it has entered into share purchase agreements with Camargo CorrĂȘa, Votorantim and Caixa dos Empregados Usiminas, pursuant to which it expects to acquire, together with its Argentine subsidiary Siderar and Confab Industrial S.A., a subsidiary of Tenaris S.A., 139.7 million ordinary shares of Usinas Siderurgicas de Minas Gerais SA - USIMINAS, or 27.7% of the voting capital, at a price of BRL36 per ordinary share (approximately $19), which represents a premium of approximately 41% to Usiminas' ordinary share last-six-months average U.S. dollar price. Ternium and Siderar will finance their BRL4.1 billion share (approximately $2.2 billion) with cash on hand and debt.

Willbros Group Inc. (NYSE: WG) 10.4% LOWER; Willbros getting below the key $3.50 support level.

G Willi-food International Ltd (Nasdaq: WILC) 10.1% LOWER; reported Q3 EPS of $0.19, versus $0.36 reported last year. Revenue for the quarter came in at $23 million, versus $21.7 million reported last year.

YM BioSciences Inc. (AMEX: YMI) 9.6% LOWER; seems to have pushed below support around $1.30 this morning. Downside intensified as the stock moved under this level.
