Unusual 11 Mid-Day Movers 09/24: RPC, SIFY, HSFT, KNXA, MIPS, REE Higher; SAY, VICL, ONTY, EDU, FINL Lower

Satyam (NYSE: SAY) 28.0% LOWER; says that it may not be able to meet the NYSE's deadline for the filing of its restated earnings.

Vical Incorporated (Nasdaq: VICL) 20.2% LOWER; is offering to sell shares of its common stock in an underwritten public offering.

Oncothyreon (Nasdaq: ONTY) 19.8% LOWER; prices 4.24 million units at $3.50/unit

Radient Pharma (AMEX: RPC) 17.1% HIGHER; shares seem to be breaking out above a resistance level around $0.70. Volume has spiked sharply.

Sify Tech. (Nasdaq: SIFY) 15.3% HIGHER; the stock continues to receive investor interest as plays on India have been en fuego lately. The stock surged more than 20% yesterday and is holding over the $2 level today.

HiSoft Technology (Nasdaq: HSFT) 13.4% HIGHER; breaking above the $22.00 resistance level that was tested earlier in September. May be catching a break from the broader market rally today.

Kenexa (Nasdaq: KNXA) 13.2% HIGHER; upgraded from Neutral to Overweight at Piper Jaffray this morning. The firm lifted its price target sharply from $13 to $29.

New Oriental Education and Technology Group Inc. (NYSE: EDU) 12.9% LOWER; sees Q1 revenues of $191.4-$192.9 million, versus the consensus of $195.8 million. The company sees EPS of $1.60-$1.64, versus the consensus of $1.90.

MIPS Technologies Inc. (Nasdaq: MIPS) 12.0% HIGHER; may be seeing some upside from M&A rumors related to Oracle. Shares hit a 52-week high of $9.45 today as well.

Rare Element Res Ltd (NYSE: REE) 12.1% HIGHER; made a presentation at Wyoming Legislature's Joint Minerals, Business and Economic Development Interim Committee per their request. The company spoke about their Bear Lodge project in Wyoming, and the growing rare-earth resource base their. Rare-earth stocks are seeing some positive action today as well, with Molycorp, Inc (NYSE: MCP) also heavy on volume and up 5% today.

Finish Line (Nasdaq: FINL) 10.8% LOWER; reports Q2 EPS of $0.31, 5 cents lower than the analyst estimate of $0.36. Revenue for the quarter was $301.1 million, which compares to the estimate of $316.00 million. Comps up 2%.
