Goldman Sachs upgrades General Dynamics Corp. (NYSE: GD) from Neutral to Buy, maintaing its $95 price target.

Piper Jaffray upgrades NASDAQ (NASDAQ: NDAQ) from Neutral to Buy with a $43 price target. The firm also lowers their 2008 and 2009 EPS estimates from $1.90/$2.16 to $1.88/$2.37.

Merrill Lynch upgrades Jabil Circuit (NYSE: JBL) from Neutral to Buy.

Morgan Stanley upgrades BP (NYSE: BP) from Equal-Weight to Overweight, calling the stock its preferred supermajor in Europe.

Roth Capital downgrades Barrier Therapeutics (Nasdaq: BTRX) from Buy to Hold on acquisition news.
