UPGRADES
U.S. Steel (NYSE: X) gets an upgrade from two today:
  • Goldman Sachs maintains their Buy rating, but increses their price target to $73 from $70. Click Here for more color;

  • Dahlman Rose upgrades United States Steel (NYSE: X) from Hold to Buy, maintaining their $80 price target.
Tellabs (Nasdaq: TLAB) gets an upgrade from two today:
  • J.P. Morgan upgrades from Neutral to Overweight, with a price target increased from $8.50 to $11;

  • Jefferies & Co upgrades Tellabs (Nasdaq: TLAB) from Hold to Buy. Price target increased from $6 to $10.50.
BMO Capital upgrades American Capital (Nasdaq: ACAS) from Underpeform to Sector Perform. Price target increased from $2 to $9.J.P. Morgan upgrades E.W. Scripps (NYSE: SSP) from Neutral to Overweight., and their price target on the company increased from $10 to $13.

Morgan Stanley upgrades UPS (NYSE: UPS) from Underweight to Equalweight.

DOWNGRADES
Credit Suisse downgraded Ford (NYSE: F) today from Neutral to Underperform, citing that they "do not think this level of profitability is sustainable."

UBS has downgraded shares of Dell (Nasdaq: DELL) from Buy to Neutral this morning, also raising the stock's price target from $17 to $17.50.

Citigroup downgrades Domino's Pizza Inc. (NYSE: DPZ) today from Buy to Hold, increasing their price target to $19.50. Click Here for more color.

Power Foward (Nasdaq: PFWD) gets a downgrade from two firms today:
  • Jefferies & Co downgrades from Buy to Hold, with a price target on the company of $17;

  • Craig-Hallum downgrades from Buy to Accumulate, with a price target lowered by $1 to $17.
