Youth Villages Partners with Two Oregon Counties to Advance Pay-for-Success Model to Help At-Risk Youth

PORTLAND, Ore. (PRWEB) March 29, 2015

Youth Villages will participate in a partnership with Multnomah and Marion counties in Oregon to assess the feasibility of implementing a Pay for Success model to help youth with emotional and behavioral problems and their families.

Third Sector Capital Partners Inc. ran a national competition to select participants that will be provided technical assistance throughout 2015 toward a Pay for Success initiative. The Oregon counties join six other national awardees chosen by Third Sector. The organization's work with the counties is supported by a grant from the Corporation for National and Community Service's Social Innovation Fund.

Pay for Success is a funding model that enables government to tackle social problems by tapping private investments for the upfront costs of a program. If the program is successful in delivering services that measurably improve the lives of people it is meant to serve, then government repays those who made the original investment. If the program does not achieve its target results, government does not repay. This ensures that taxpayer dollars are being spent only on programs that work.

"Pay for Success is an opportunity to invest and reward outcomes," said Multnomah County Commissioner Judy Shiprack. "Spending limited public dollars needs to be done smartly and effectively. We're excited to explore this innovative funding model that will improve services for Multnomah County families in need."

Multnomah and Marion counties were selected for their commitment to funding high-quality, effective social interventions that produce measurable outcomes in innovative public safety initiatives.

The counties will work with Youth Villages Oregon on a proof of concept using the organization's nationally recognized Intercept intensive in-home services model. Intercept uses research- and evidence-based interventions and is an alternative treatment that strengthens and restores vulnerable families, allowing troubled youth who would otherwise be placed in foster care, residential treatment, detention centers, hospitals or other juvenile facilities to live at home.

Commissioner Janet Carlson, who spearheaded the effort in Marion County, said: "We are so proud to have been selected as one of Oregon's Pay for Success grant recipients. We are eager to begin work with our community partners and Third Sector Capital Partners to make positive and lasting impacts on Marion County's families."

Third Sector, a grantee of the Social Innovation Fund's Pay for Success program, announced the selection of Multnomah and Marion counties along with six other awardees after a national competition.

SIF uses federal funding as a catalyst for private and public collaborations in economic opportunity, healthy futures and youth development. To deliver the technical assistance, Third Sector is partnering with Abt Associates, America Forward, National Association of Counties, National League of Cities and National Governor's Association.
