Questar Corp. (NYSE: STR) said to be in talks with Union Pacific (NYSE: UNP) to bring oil to its California pipeline, which it expects to be in service by 2016. The company will apply for the California pipeline in April, according to the company's business development director. The pipeline might link with one from Plains (NYSE: PAA) for delivery to refiners.
