German Finance Minister Wolfgang Schauble says the EU summit must inspire confidence, not create uncertainty.
In addition, Schauble also commented a fiscal union must be made irreversible and Berlin is willing to go as far as it needs to toward a fiscal union. Berlin is also willing to negotiate on euro bonds.
The euro zone should use all tools in EFSF/ESM and the EFSF could co-invest in primary market auctions, he noted.
