Janney Montgomery Scott downgraded American States Water (NYSE: AWR) to Neutral.
JMS analyst says, "With the outlook for the CPUC at best uncertain and at worst increasingly likely to take a more hostile position toward private capital, we believe it is prudent to hold off deploying new capital in CA regulated utilities until greater clarity emerges. Under the regulated return model, investors are in large part entrusting capital to the relevant PUC, and a basic knowledge of who the commissioners are and what they stand for should be a prerequisite to owning shares in the utilities they regulate."
