Genworth Financial (NYSE: GNW) 22% HIGHER; has filed a savings and loan holding company application with the Office of Thrift Supervision with respect to the acquisition of InterBank fsb of Maple Grove, Minnesota. Genworth and InterBank have reached an agreement in principle, subject to negotiation of a definitive agreement. Genworth also filed an application for the U.S. Treasury Department's Capital Purchase Program (CPP) under the Troubled Asset Relief Program (TARP).

Citi (NYSE: C) 1% LOWER; announced plans to strengthen itself in 2009. The company is targeting expense reductions of 20% and headcount reductions of 20% from peak levels. Citi is targeting a headcount of approximately 300,000, which is down from the current headcount of 352,000.
